Everything you need to know

01What Is a Labor Welfare Fund Policy in India?

A Labor Welfare Fund policy explains how the company contributes to state-administered welfare funds that finance benefits for workers and their families. Governed by state-specific Labor Welfare Fund Acts, these funds support activities such as education, healthcare, housing, and recreation for the workforce. The policy documents which employees are covered, the small periodic contributions from both employee and employer, and the schedule on which the company deducts and deposits them with the state welfare board.

02Why Companies Need a Labor Welfare Fund Policy

Labor Welfare Fund contributions are statutory in the states that mandate them, and missing deposits leads to penalties even though the amounts are small. Because rules, rates, and contribution frequency vary by state, a written policy keeps multi-location payroll accurate and compliant. It also explains a minor payslip deduction that employees often question, and it gives HR a clear reference for which states apply, what the current rates are, and when deposits fall due.

03What a Labor Welfare Fund Policy Should Include

State that the fund is governed by state-specific legislation and applies only in states that have adopted it. Explain eligibility, the employee and employer contribution amounts, and the deduction frequency, which may be monthly, half-yearly, or annual depending on the state. Cover how deductions are reflected on payslips, the employer's duty to remit to the welfare board, filing deadlines, and the categories of employees or wage ceilings that determine coverage in each applicable state.
